Fair Hearing Information System (FHIS) Codes
The Fair Hearing Information System (FHIS) is a sub-system of New York State's Welfare Management System (WMS), maintained by OTDA. FHIS tracks each administrative appeal from the date of the appeal was requested to the date of issuance of the Fair Hearing Decision (or Decision Without a Hearing) through any efforts to enforce compliance with the decision. This numerical index lists the two digit codes used on FHIS to describe the reason for the outcome of an administrative appeal (i.e. Fair Hearing Decision or Decision Without a Hearing):
